Complaint by Mac Leahy :

On 07/01/14, I received a VERY obvious "phishing" scam from this IP address, supposedly from "Bell Internet," and claiming that "there was a billing problem with the credit card linked to your account," and requesting me to "authenticate my credit card." Since I pay Bell automatically by direct-deposit every month, NOT by "credit card," I knew it was a scam. Don't be fooled by such phishing scams; don't reply, and whatever you do, don't "authenticate your credit card," because it's just a means of RIPPING YOU OFF! Above all, never EVER OPEN any suspicious emails, since they often contain viruses, trojans or key-stroke loggers designed to steal your vital information; instead, just right click the message in your inbox, then select "view message source" from the drop-down menu, and you'll get the email address and (more importantly) the sender's IP address, which you can then search and report, just as I have. Be safe, people!

Complaint by Mary Ellen :

Received email saying I received a PayPal payment from my EBAY sale. Since I am not a seller, I knew that was incorrect. OF course I never click on links in email anyway, but there was one to check the payment in PayPal which would I'm sure would require my login. Rolling my mouse over the link shows a URL that is no where close to being PayPal.

Complaint by Jaycer :

Now they say they are PayPal... must be quite a complex they have there! :-)

Complaint by Bell User :

This IP address is for the ISP Bell, so it could be anyone sending through their ip address. Anyway you slice it, it's probably a scam.

DNSBL* - is a list of IP addresses published through the Internet Domain Name Service (DNS) either as a zone file that can be used by DNS server software, or as a live DNS zone that can be queried in real-time. DNSBLs are most often used to publish the addresses of computers or networks linked to spamming; most mail server software can be configured to reject or flag messages which have been sent from a site listed on one or more such lists.

WHOIS** - is a query/response protocol that is widely used for querying databases in order to determine the registrant or assignee of Internet resources, such as a domain name, an IP address block, or an autonomous system number. WHOIS lookups were traditionally performed with a command line interface application, and network administrators predominantly still use this method, but many simplified web-based tools exist. WHOIS services are typically communicated using the Transmission Control Protocol (TCP). Servers listen to requests on the well-known port number 43.

** Approximate Geographic Location - This is NOT the exact geographical location of the person/organization with the given IP address. However, this should still give you a good idea about the area/region where this person/orgranization is located.
