I don't what type IP this person is on. I was in a Burger King in Northern California using a laptop on BK's WiFi. I sign into my Google account. I was in and out of various web sites, when something looked strange to me. I signed out of my google account and tried to sign back in when Google reflected "hey you got some blah blah activity", it directed me to "security" and "recent" activity. "sign on's" had been attempted from some place in Nevada i've never been to and linked to this IP.
