This IP address has shown on my desktop: "Another device on the network is using your computer's IP address (192.168.1.3)" which is NOT my IP address, by the way. What gives?

Firstly, there are 2 types of IP addresses. There are those used for the World Wide Web (WWW) and those assigned to computers on a network. This is an important distinction as it helps troubleshoot problems. Most routers can be accessed by entering 192.168.1.1 into the browser address bar and hitting the "enter" button. Go-ahead, check and see for yourself but don't go making changes to your router's configuration unless you KNOW what you are doing! Now then, if you are getting attacked from a computer with the IP address 192.168.1.3, you should first check your router to see if a computer with that IP address is connecting WIRELESSLY to your internet connection. Many routers will list all connections to your router and how they connect ( wirelessly or via ethernet cable/lan) I suspect your hacker is "piggy-backing" off of your router and getting free internet from you. You can stop this by the following methods: 1) make sure your wifi is encrypted, there is a setting for this in most routers. And make sure to change your wifi password periodically because wifi is not very difficult to hack. I.E.- https://www.youtube.com/watch?v=4TKQKIvSDpk 2) If your router allows restricting MAC addresses, use that function. No-matter how they crack the wifi, if they don't change their MAC address to a legit/allowed one, they cannot connect. 3) If you are not online and don't plan to be for a day or more, unplug your router. This shuts off wifi access and internet hacking attempts. It also can throw hackers off-track because after your IP lease expires and your router cannot renew it, you get assigned a NEW IP address and a hacker loses his opportunity to concentrate on victimizing you because if he cannot find you, he cannot hack you. Always remember to run antivirus software and use a good firewall, preferably one that allows blocking suspicious IP addresses via a "blacklist" function. If you get email from an unknown sender or unknown business, you should delete it without ever even opening it. Never click on popups or popunders. Keep your browser updated and learn to use addons that restrict outsiders from manipulating your computer. Mozilla Firefox has these addons: 1) Adblock Plus 2) NoScript If you use firefox I recommend using these add-ons. That's my advice to the security conscious.
