Caught this IP red handed hacking into my site and uploading code. Eventually, I traced the IP to surf-town.net and notified via abuse@surf-town.net. They responded and admitted that the IP belonged to them but then pretended that there wasn't anything they could do about it. I sent them the parsed log file detailing the attack but yet they claim they didn't have enough information to go on. Here is their response: Thanks for your mail. The IP you have me is the ip of webserver ws56.surf-town.net where we have hundreds of customers. I am afraid that i require more details in order to be able to find the one causing these issues.
