I use Qwest/Century link as my ISP and I think this IP belongs to them. It has blocked me or more correctly my life partner from receiving email from me. We live together i.e. both computers are in the same house. I asked her if she had blocked me and she said no. I am sure she did not. The following correspondence might be of some interest. We really don't know who the best contacts are, otherwise this may have been resolved a week ago. I note the IP resolves to Synacor, so presumably Synacor provides their mail service.
